Overview
HF-QUALIFLEX extends QUALIFLEX to hesitant fuzzy environments. It enumerates all m! permutations of alternatives and selects the one with the maximum weighted concordance index, computed via signed distances between HFEs. Best suited for small m (≤ 6 alternatives).

- Reference HFE h_ref defined (typically h={1} for benefit criteria)
Edge cases and pitfalls
Computational explosion with m > 6 (7! = 5040, 8! = 40320 permutations).
HFE length equalisation method affects results: pessimistic (min) vs optimistic (max) extension.
